Red-light cameras, speed cameras and bus stop-arm cameras are introduced by city councils in order to deter bad drivers. But this purpose, though it sounds noble and we are willing to accept it prima facie, is really false advertising. The true purpose behind photo enforcement is to enforce city ordinances with precision while the underlying engineering of traffic signals and roadways was never precise nor ever intended to be.
The photo-enforcement business is to blame drivers for the errors of traffic engineers (red-light cameras), for incompatibilities between traffic engineering engineering and the city ordinances (speed cameras), and for the operation errors of school bus drivers (stop-arm cameras).
